How does someone get their jersey number?

I never played basketball, I always played football. When I played football my school probably had over 100 uniforms and we just picked the best number available. Since basketball has so few players, I assume the schools don’t buy that many jerseys. How do they get the numbers? Does the school just buy like 15 jerseys with random numbers and the players pick from that? I see guys with weird numbers, like this guy on tv for Oklahoma St. is wearing 00 and sometimes I see people with big numbers like in the 40s and 50s. How does this all work?
